Agreement signed with 3 Banka for the programme EU–KfW Western Balkans Guarantee

3 Banka is the second bank to join the EU–KfW Western Balkans Guarantee programme, extending its existing cooperation with SEF under the Start-up Facility programme

The Serbian Entrepreneurship Foundation (SEF) and 3 Banka have signed a partnership agreement under the EU–KfW Western Balkans Guarantee – Supporting Entrepreneurs’ and MSMEs’ Resilience programme. The agreement provides micro, small and medium-sized enterprises (MSMEs) in Serbia with EUR 25 million in credit support.

3 Banka is the second bank to join the programme, following OTP banka Srbija, with which the agreement was signed in July 2026. This expands the network of partner banks through which support will reach enterprises.

3 Banka is already a SEF partner under the programme supporting business start-ups (Start-up Facility), and the cooperation to date has been highly successful. The new agreement expands it further.

The programme is jointly supported by the European Union and the Government of the Federal Republic of Germany through the German development bank (KfW), and in Serbia it is implemented by SEF in cooperation with commercial banks. Its aim is to make it easier for entrepreneurs, start-ups and MSMEs — particularly those in manufacturing and outside major centres — to access credit, with longer repayment periods and less restrictive collateral requirements.
